Agoda’s Commitment to Transparency: Navigating EU Digital Services Act Obligations
As a leader in the global travel industry, Agoda has always prioritized making travel accessible, affordable, and seamless for users worldwide. With its headquarters in Singapore and a presence in 27 markets, Agoda’s digital platform connects travelers to a network of 4.5 million hotels, holiday properties, flights, and activities—all supported by 24/7 customer service in 39 languages.
Now, Agoda is stepping up its commitment to transparency by adhering to the requirements of the European Union’s Digital Services Act (DSA), showcasing its dedication to accountability and customer trust.
What Is the Digital Services Act?
The DSA is a regulatory framework aimed at increasing transparency and accountability among online platforms operating in the EU. One key aspect of this legislation requires digital service providers to estimate and report the number of average monthly recipients of their service within the European Union. This ensures that platforms maintain transparency regarding their user reach and activity levels.

Agoda’s Visitor Estimate
In accordance with the DSA, Agoda has published an estimate of its average monthly recipients in the EU from 1 February 2024 to 31 July 2024. Based on the available data and limited guidance from the DSA, Agoda’s calculations indicate that its average monthly recipients in the EU are well below 45 million.
This estimate represents the number of users who interacted with the Agoda platform, including those who sought information or browsed the site, even if they didn’t complete a transaction.
Methodology and Challenges
Agoda’s estimate reflects the best efforts to comply with the DSA’s requirements, but it is important to note the complexities involved:

- Limited Guidance: The methodologies outlined by the DSA require significant interpretation, leaving room for refinement as more guidance becomes available from the European Commission.
- Data Limitations: Calculating monthly recipients involves managing statistical variances and uncertainties inherent in large-scale digital platforms.
- Commitment to Improvement: Agoda remains open to revising its methodology and estimates as new standards and frameworks are developed.
Commitment to Transparency
Agoda views compliance with the DSA as an opportunity to reinforce its commitment to transparency and accountability. By sharing this data, the platform aims to build trust with its European users while adhering to the evolving regulatory environment.
The publication of visitor numbers is not just a requirement—it is a reflection of Agoda’s proactive approach to meeting its obligations responsibly. Users can trust that Agoda is focused on creating a secure and transparent environment, both for its customers and for the communities it serves.

A User-First Approach
Agoda’s dedication to transparency aligns with its core mission: to make travel easier and more affordable for everyone. By leveraging best-in-class technology and maintaining open communication with its users, Agoda ensures that it remains a trusted partner in travel.
As Agoda continues to grow its global presence, it remains steadfast in balancing innovation with responsibility, setting a standard for other digital platforms to follow.
